This white paper examines the growing need for real-time and lookahead power-system stability monitoring across North America. It identifies gaps in current reliability standards and recommends requirements that enable Reliability Coordinators and Transmission Operators to detect emerging instability, coordinate timely mitigation, and reduce the risk of cascading outages. The paper supports the development of a NERC Standard Authorization Request led by the NASPI Real-Time Stability Monitoring SAR Task Force.
